Abstract:

This study examines the spatial and temporal dynamics of the used electric vehicle market using monthly registration data from 1,770 census tracts in Washington State between 2010 and 2025. A two-stage Hurdle Poisson model is used to analyze market entry and transaction intensity, accounting for spatial clustering, temporal persistence, and delayed spillovers from new EV adoption. The results show that early used EV adoption was driven largely by neighborhood effects, while recent growth is increasingly associated with income, housing type, charging access, and a more structured 12-month new-to-used vehicle conversion cycle. The findings offer insights for designing more effective and equitable used EV policies.
